Position Overview

Ghent University Global Campus (GUGC), a prestigious European higher education institution in South Korea, seeks an accomplished and forward-thinking leader to serve as Campus Service 2 Head, overseeing Campus Services 2 (Finance & HR). This executive role oversees Finance, Human Resources, and Legal operations, ensuring efficiency, compliance, and alignment with Ghent University’s strategic vision.

The successful candidate will bring a strong track record in financial management, human resources strategy, legal compliance, and institutional governance within an academic or multinational environment. As a key member of the university's leadership, the CS2 Head will shape policy, drive institutional improvements and foster a collaborative administrative culture in a dynamic international setting.

Above all, the ideal candidate must excel in cross-cultural communication and stakeholder engagement, navigating both Ghent University’s European administrative framework and South Korea’s regulatory landscape. Key Responsibilities

1. Strategic Leadership & Organizational Development

  • Lead and oversee the Finance, HR, and Legal teams, ensuring seamless integration within GUGC’s administrative framework.
  • Develop and implement strategic policies to optimize financial performance, workforce planning, and regulatory compliance.
  • Serve as a key stakeholder to the GUGC Executive Board, contributing to long-term institutional planning and strategic decision-making.
  • Drive a culture of operational excellence, innovation, and continuous improvement within administrative functions.

2. Financial Management & Planning

  • Act as a strategic partner to the Financial Committee, supporting high-level decision-making on institutional financial planning and policy.
  • Direct the development and execution of financial strategies, including budgeting, forecasting, and expenditure control.
  • Ensure compliance with South Korean and international financial regulations, Ghent University policies, and funding requirements.
  • Implement cost-control measures and revenue-generating initiatives to enhance financial sustainability.
  • Conduct risk assessments, financial audits, and institutional performance evaluations to strengthen fiscal accountability.

3. Human Resource Management

  • Oversee HR strategies, workforce planning, talent acquisition, performance management, and employee development.
  • Implement policies promoting diversity, equity, inclusion, and employee well-being.
  • Ensure compliance with Korean labor laws and Ghent University’s HR policies, managing benefits administration, labor relations, and workforce regulations.
  • Foster a positive, collaborative, and high-performance workplace culture through leadership development and engagement initiatives.

4. Legal & Compliance Oversight

  • Ensure institutional compliance with legal, regulatory, and governance requirements, including labor laws, financial regulations, and data protection policies.
  • Oversee contracts, institutional agreements, risk management, and dispute resolution.
  • Collaborate with external legal advisors, government agencies, and university legal teams to maintain regulatory compliance and mitigate risks.

5. Institutional Governance & Reporting

  • Act as a liaison between GUGC, the home campus in Belgium, and external regulatory bodies, ensuring operational transparency.
  • Provide executive reports and strategic recommendations on financial, HR, and administrative performance to university leadership.
  • Engage with international faculty, staff, and local stakeholders to support a globally integrated administrative environment.

Profile

Essential Qualifications & Experience

  • A Master’s degree or higher in Finance, Business Administration, Human Resources, Law, or a closely related discipline.
  • Minimum of 10 years of senior leadership experience in financial management, human resources, legal affairs, or university administration.
  • Proven expertise in financial planning, budget management, and strategic workforce planning.
  • Strong knowledge of Korean labor laws, financial regulations, and international higher education governance.
  • Demonstrated ability to lead and oversee large-scale administrative operations in an academic or multinational setting.
  • Fluency in English (written and spoken) is required.

Preferred Qualifications

  • Experience in European or international higher education administration.
  • Professional certifications in HR (CIPD, SHRM), Finance (CPA, CFA), or Legal Compliance.
  • Strong knowledge of Korean labor laws, financial regulations, and international higher education governance.
  • Proficiency in Korean is preferred.
  • Familiarity with South Korean education policies, labor laws, and administrative frameworks.
  • Strong institutional governance experience with stakeholder management expertise.
